Getting Medical Care Plan (MCP)
MCP is Newfoundland and Labrador’s public health insurance program. It covers the cost of medically necessary services provided by physicians and other healthcare providers, such as:
● Visits to a doctor or specialist
● Hospital services
● Surgery and medical procedures
● Diagnostic tests (e.g., X-rays, blood work)
MCP does not cover:
● Dental care
● Prescription drugs (except in hospitals)
● Eyeglasses
● Ambulance services
Eligibility Criteria
You are eligible for MCP coverage if you are:
● A Canadian citizen or permanent resident.
● A newcomer (immigrant, refugee, international student, or worker) with a valid immigration status and planning to stay at least 12 months.
Required Documents
When applying, you need to povide:
1. Identification (e.g., passport, immigration documents like a study or work permit).
2. Proof of residency (e.g., lease agreement, utility bill)
3. Proof of legal status (e.g., PR card, work/study permit).
How to Apply

2. Submit the application by mail or in person to:

3. Wait for your MCP card:
If approved, your MCP card will be mailed to you within a few weeks.
Good to Know
● If you’re a student or worker, ensure your study/work permit is valid for at least 12 months to qualify. If not, please apply for extension even before arriving in Newfoundland.
● If you are a visitor or have permit less than a year, get a foreign health insurance.
● Apply as soon as you arrive in Newfoundland and Labrador to avoid gaps in health coverage.
● Keep a copy of your application for reference.
